Although administratively merged with Ho Chi Minh City, the old Binh Duong province and the old Ba Ria - Vung Tau have not yet applied seaport infrastructure fees like Ho Chi Minh City due to the lack of legal documents issued.

On July 17, the Ho Chi Minh City Department of Finance announced that the collection of fees for using infrastructure works, service works, and public utilities in the seaport gate area (referred to as seaport infrastructure fees) is only applied within the old Ho Chi Minh City, according to Resolution 10/2020/NQ-HDND and Resolution 07/2022/NQ-HDND of the Ho Chi Minh City People's Council (old).

Specifically, the fees currently applied at the seaports of Ho Chi Minh City (old) are classified according to each type of goods, form of transportation and volume, with the highest level being 4.4 million VND/40-foot container for temporarily imported, re-exported and transit goods. The lowest level is 15,000 VND/ton for liquid and bulk goods.

Ho Chi Minh City Department of Finance informed that the People's Council of Binh Duong province (old) and the People's Council of Ba Ria - Vung Tau province (old) have not issued a resolution on collecting seaport infrastructure fees.

Pursuant to the provisions of Point d, Clause 20, Article 1 of the Law amending and supplementing a number of articles of the Law on promulgation of legal documents, the collection of seaport infrastructure fees is currently only effective within the administrative boundaries of Ho Chi Minh City (old), not yet expanded to Binh Duong (old) and Ba Ria - Vung Tau (old) even though they have been merged into Ho Chi Minh City.

Ho Chi Minh City Department of Finance said that it is advising the City People's Committee to assign the Department of Construction to review and develop a unified fee collection project applicable in Ho Chi Minh City (new) to submit to the City People's Council for promulgation according to regulations.
