Important milestones, marking a turning point in the new development phase of Saigon Port and Saigon – Hiep Phuoc Port
On the morning of October 31, 2025, the signing ceremony of the Cooperation Agreement between Saigon Port Joint Stock Company (Saigon Port), Saigon - Hiep Phuoc Port Joint Stock Company (Saigon - Hiep Phuoc Port) and strategic partners solemnly took place at the Saigon Port Executive Office.
Attending the ceremony, we were honored and respectfully welcomed the presence of Mr. Nguyen Le Chon Tam - General Director of Saigon Port and members of the Executive Board including Mr. Nguyen Uyen Minh - Deputy General Director; Mr. Nguyen Duc Hong - Director of Nha Rong Khanh Hoi Area Operation Center; and Mr. Vu Thanh Trung - Director of Tan Thuan Area Operation Center. On the side of Saigon - Hiep Phuoc Port, there were Mr. Chu Ngoc Son - Member of the Board of Directors and Mr. Nguyen Anh Hao - Acting General Director. In addition, representatives of partners including Ton Dong A Joint Stock Company (Ton Dong A), Tien Phat Transport Service Trading Company Limited (Tien Phat), Tan Thuan Phong Company Limited (Tan Thuan Phong), Asia Shipping Agency and Freight Forwarding Joint Stock Company (ASIANAGEN) and Vinh Quan Cargo Transport Service Company Limited (Vinh Quan) also attended the signing ceremony.

This event marks an important turning point in the process of expanding the logistics ecosystem of Saigon Port and Saigon – Hiep Phuoc Port, while opening up opportunities for extensive cooperation, improving exploitation capacity and consolidating the position of the port area in the coming period.
Hiep Phuoc – a key step in the development journey of Saigon Port
In the strategy of expanding the exploitation space, Saigon Port has identified Saigon - Hiep Phuoc Port as the focus, aiming to build a synchronous and in-depth seaport - logistics ecosystem. The goal is to form a modern, environmentally friendly port service center, meeting the increasing demand for goods in the southern area of Ho Chi Minh City (HCMC).
This is also a step in line with the City's policy of developing the Hiep Phuoc urban-industrial-logistics area, contributing to optimizing the advantages of the transport infrastructure that is being heavily invested in the area. Notably, this orientation is also part of the plan of the Vietnam National Shipping Lines (VIMC) on building a chain of seaports and national logistics services.
Connecting infrastructure – the foundation for breakthroughs
To realize the vision of Hiep Phuoc development, the connecting infrastructure system in the area is being invested synchronously and gradually completed.
First of all, Nguyen Van Tao route connecting with Ring Road 3 through Long Hau intersection plays the role of a key transport axis, directly linking Hiep Phuoc port cluster with the inter-regional transport network. When the Ring Road 3 construction project is completed, this traffic route will become an important logistics corridor, separating container trucks from residential areas, reducing transportation costs and significantly shortening travel time from the port to key industrial zones in the Southeast region.
In addition, the Nguyen Binh – 15B – Phu Xuan 2B axis is being expanded and upgraded, creating a synchronous urban – logistics connection structure, towards the model of “smart logistics urban” in Nha Be. This not only improves accessibility between residential areas, industrial parks and ports but also supports traffic flow, limiting congestion through new connections such as Phu Xuan 2B bridge and the East – West axis of Saigon.
Furthermore, the Nguyen Van Linh – Nguyen Huu Tho – Hiep Phuoc route continues to be an important gateway in the southern area of Ho Chi Minh City, especially in the context of the Nguyen Huu Tho road expansion projects along with the underpass and overpass at Nguyen Van Linh intersection being implemented. When completed, these points will enhance direct connection from the urban center to the port area and Hiep Phuoc industrial park, thereby reducing pressure on many inner-city routes and creating more space for development of logistics, industrial and urban activities of the City.

Coordinated efforts – promoting infrastructure and logistics services
Based on the identified advantages and strategic infrastructure connection orientations, Saigon Port has been reporting and proposing to the Ministry of Construction, the Ho Chi Minh City People's Committee and the Ho Chi Minh City Maritime Port Authority to consider and facilitate implementation. At the same time, Saigon Port continues to coordinate with regional enterprises and strategic partners to propose and promote the early completion and operation of key connection routes, forming a synchronous transport - logistics network.
These efforts aim to create a foundation for the Hiep Phuoc – Nha Be area to develop rapidly, becoming a modern, green and sustainable logistics – industrial – port service center, actively contributing to the urban development orientation, logistics and green – smart industry of the Government, Ministry of Construction, VIMC and Ho Chi Minh City.
Cooperation Agreements – important milestones in the development process
The gradual completion of the infrastructure system not only creates new growth space for the Hiep Phuoc - Nha Be area but also opens up opportunities to attract investment resources in the seaport and logistics sector. On that basis, in October 2025 alone, Saigon Port and Saigon - Hiep Phuoc Port proactively promoted the signing of many strategic cooperation agreements with partner enterprises to effectively exploit the potential in the area.

Mr. Chu Ngoc Son (right cover) - representative of Saigon - Hiep Phuoc Port signed a cooperation agreement with four partners including Tan Thuan Phong, Tien Phat, ASIANAGEN and Vinh Quan in the fields of port exploitation, warehouse infrastructure development and logistics services.
Among the signed agreements, the most prominent is the investment cooperation in the construction and exploitation of two general warehouses No. 3 and 4, with a total area of over 8,000 m² at the Hiep Phuoc port area. The project is implemented under the BCC (Business Cooperation Contract) model, allowing flexible combination of resources of enterprises with management experience of Saigon - Hiep Phuoc Port, thereby improving investment efficiency as well as the capacity to exploit infrastructure serving logistics. The project not only meets the rapidly increasing demand for storage, distribution and transit of goods but also creates the foundation for the formation of an international standard port logistics service chain, contributing to improving competitiveness and expanding the exploitation scale of the port area in the new period.

Resource linkage – ensuring long-term supply in key industries
The cooperation agreements between Saigon Port, Saigon – Hiep Phuoc Port and partners continue to create an important foundation for the synchronous development of seaport infrastructure, warehouses and logistics centers in the Hiep Phuoc – Nha Be area. Through this form of cooperation, the parties can enhance connectivity, optimize supply chain operations and build a diverse service ecosystem.
In the group of strategic partners, Ton Dong A is a company specializing in steel production for the industrial and civil construction industry, with a prestigious distribution network throughout Vietnam and expanding to Cambodia, creating an important advantage in terms of stable supply sources. In addition, Tien Phat, Tan Thuan Phong, ASIANAGEN and Vinh Quan are also experienced units in the fields of warehousing, delivery, transportation and logistics services. The participation of these enterprises contributes to diversifying the service chain, enhancing connectivity and creating a favorable foundation for implementing cooperation projects in Hiep Phuoc.
With a wide network of partners, Saigon Port, one of the main port operators and logistics units in Ho Chi Minh City, currently operates a port system stretching from Nha Rong - Khanh Hoi, Tan Thuan, Hiep Phuoc to joint ventures in Cai Mep such as SSIT, CMIT, SP-PSA and Phu My. In particular, Saigon Port's operation of Saigon - Hiep Phuoc Port not only meets the growing demand for goods but also complies with the policy of relocating ports from the inner city.
In parallel, the Can Gio International Transit Port project, a large-scale transit port capable of receiving large container ships and serving as Vietnam's international maritime gateway, is also being implemented. With a strategic location at the mouth of the Soai Rap River and convenient connections to the inter-regional transport system, the port in Can Gio is expected to create a breakthrough for the country's logistics capacity and contribute to enhancing the position of Ho Chi Minh City on the Asian seaport map.

Development orientation: sustainable - integrated - modern
In the future, Saigon - Hiep Phuoc Port is identified as one of the important hubs in the southern region's goods supply chain, playing a direct connecting role between the port system, warehouses, factories and consumer markets. Thanks to the advantage of geographical location and synchronous infrastructure investment, the unit not only maintains its strengths in traditional exploitation activities but also strongly shifts to an integrated logistics model, applying digital technology in management, monitoring and coordination of operations. This innovation helps optimize the logistics value chain, improve service quality and increase the efficiency of infrastructure exploitation.
Entering the 2025-2035 period, Saigon Port and Saigon - Hiep Phuoc Port continue to pursue a development strategy based on three key pillars: (1) Completing port and logistics infrastructure in a synchronous and modern direction, ensuring inter-regional connectivity; (2) Increasing investment attraction and expanding domestic and foreign cooperation to form a closed logistics value chain, operating effectively; and (3) Building a "Smart Port" model, promoting digital transformation, automation and applying environmentally friendly management solutions to improve productivity and reduce operating costs. These orientations are expected to create a solid foundation for the long-term development of the Hiep Phuoc area - in particular and Ho Chi Minh City - in general.
