Survey of proposed area to open fence to shorten access to Saigon - Hiep Phuoc port
On the morning of April 25, the Ho Chi Minh City Department of Transport and related parties surveyed the D3 – D24 intersection (in Hiep Phuoc Industrial Park), which has just been proposed by Saigon – Hiep Phuoc Port Joint Stock Company to be “opened” and cleared.

At the intersection, representatives of the Road Traffic Infrastructure Management Center (under the Ho Chi Minh City Department of Transport), Nha Be District People's Committee, and the Ho Chi Minh City Export Processing and Industrial Zones Management Board all identified a concrete barrier between the D3 - D24 intersection (the road leading to Saigon - Hiep Phuoc port).
Mr. Nguyen Anh Hao, deputy general director of Saigon – Hiep Phuoc Port Joint Stock Company, said the reason the company proposed to open the fence is because this route (from D1 road to D24 road, D3 road and then to Saigon – Hiep Phuoc port) is the shortest and most convenient.
At the same time, the above proposal is in the context of the upcoming inauguration of the Ho Chi Minh City – Con Dao high-speed ferry route (taking Saigon – Hiep Phuoc port as the departure or ending point). Therefore, the number of passenger cars and buses connecting to the port will increase.
Meanwhile, the existing route (Route 14 to Route D3 to Saigon – Hiep Phuoc Port) is no longer safe for traffic, the road surface is degraded, and is further than the proposed route…
“I hope that the competent authorities and units will consider the above proposal. In case Hiep Phuoc Industrial Park Joint Stock Company (the unit managing D24 road and the intersection barrier) needs road maintenance costs, Saigon – Hiep Phuoc Port is willing to contribute. However, there needs to be specific instructions and prices in accordance with legal regulations,” said Mr. Hao.

Regarding this issue, a representative of the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City said that they have sent a document to Hiep Phuoc Industrial Park Joint Stock Company, requesting a clear response to the above proposal. The Board will coordinate with all parties to calculate the optimal solution, convenient for people's travel and harmonizing the interests of businesses in the area.
A representative of the Ho Chi Minh City Road Infrastructure Management Center said that D3 road was built by another unit and has not been handed over to the State for management (currently, the Ho Chi Minh City Department of Transport has sent a dispatch requesting to speed up the progress), while D24 road is managed by Hiep Phuoc Industrial Park Joint Stock Company.
Therefore, the Department recommends that Saigon – Hiep Phuoc Port Joint Stock Company discuss specifically with Hiep Phuoc Industrial Park Joint Stock Company to find the best solution. In the immediate future, consider the proposal to open the fence according to certain time frames, for example, the time when large passenger ships arrive and depart from the port.
After receiving full comments from relevant units, the Ho Chi Minh City Department of Transport will provide specific information.

Proposal to 'open the fence', shorten the road to Saigon - Hiep Phuoc port
Previously, Tuoi Tre Online reported that Saigon - Hiep Phuoc Port Joint Stock Company had just proposed that the Ho Chi Minh City Department of Transport and related parties consider removing the barrier at an intersection near the port to make it easier for vehicles to travel and shorten the distance.
According to Saigon – Hiep Phuoc port, the route from D1 road to 24 road, D3 road and then to Saigon – Hiep Phuoc port will be shorter and more convenient for vehicles to reach the port. However, the intersection of D3 and D24 is currently blocked, forcing vehicles to follow the existing route which is quite far and the road surface has degraded…
